I'll answer your last question first, no you must use all 4 steps.
Now with respect to the custodian captures, it helps to think of the two sets of pieces as being on two separate planes. Vassals on the the lower plane and the Lords on the upper plane. Vassals can only capture Vassals as long as no Lords are on top pinning them. While Lords can capture only Lords but must do so on one plane or the other.

No, for the black lord to capture the white lord at e4, one black lord must be at d4 the other at f4.
